Detail design of the SOW or the project content. This should include charts displaying a description of what should be developing as well as the integration process and unit tests.
A complete Product Breakdown Structure with Module, Interface, and cost evaluation as well as a required infrastructure and inputs to start the work package.
Risks assessments - identify risks, the probability to occur, and consequences if they happen. A set of procedures to reduce the risks and track and the control required.
Alternatives evaluation review to every work package. This should include at least another different process, approach, resources, component, algorithm, etc. to develop the required work package on time, budget as required at a good quality.
